Trouble Installing Silverstripe

I have IXWebhosting and Last week I had installed Silverstripe successfully. When I try to install silverstripe on another domain I am now having issues which I don't understand.

Issues I am having.

- After I add in my Database credentials on the install.php page. Everything succeeds then when it goes to do a redirect it redirects me to the site but looks like there is no styles and I see a White page with links.

- When I try to go to the admin page through the url /admin it winds up looking like the same thing White page with a few links. I also did a dev/build and a dev/build?flush=1 and still the same thing. Also not sure but I am using a most recent download so not sure if there is a bug or not. v2.4.4

Not sure why this is doing this when everything was installed correctly. Has anyone come across this issue? And if so any guidance would be extremely helpful!!
