This might be a dumb question but I am going to ask it any way. I am on a Mac but I have a windows server with IIS. What should I be downloading from your site: windows or MAC? Also, the reason I am not understanding is because my current website is written in asp which is why it is on a windows server. It has been my understanding that PHP needs to be on a Linux server. Can you please explain which and or what I need to download?

There's only one version of SilverStripe you can download; that's because the code isn't compiled into an executable and so runs on any system (Mac, Windows, Linux) that has the right software installed. So to run SilverStripe off your Windows server, you just need to make sure your windows server has the latest PHP software installed.
