Windows XP Pro, tried installing under WAMP, IIS still won't work

I've spent the last three days trying to install Silverstripe under XP Pro.

First I tried installing it under the current version of WAMP. I got as far as the logo screen that is displayed when you attempt to enter as admin. Never went beyond that.

The current version of WAMP has done strange things before, so I reverted back to 1.7.3 with which I have had a good track record. Same result.

I completely uninstalled all WAMPs, removed every trace of Silverstripe, installed Microsoft's IIS, and used the Webplatform installer to install Silverstripe.

After the installation was completed I was directed to the following URL

http://localhost/silverstripe/index.php/dev/build?returnURL=

which results in a 404 error.

If I access localhost, then I get the IIS default page. At least that's working.

Any ideas? (Besides the obvious, i.e. call the ghost busters ...)
