Can a Verion 1.5x be brought to the latest version and if so, would the effort be in the frame or must any intermediate step be taken?
Specifically, we have a customer who is using version 1.5.x and is now to be updated. Upgrade or reinstallation? What would you advise?

you can look at "framework\silverstripe_version", "cms\silverstripe_version" to find the version however you should really be looking at the composer.json used to install silverstripe as this tool should control what is being installed
