3.0.0 -> 3.1.2, admin UI not rendering correctly

I'm trying to upgrade a SilverStripe 3.0.0 install to 3.1.2. The administration user interface doesn't render correctly. After I've logged in, it looks like this: http://i.imgur.com/v3wLh6w.png. I'm using latest Firefox on Windows, but the same thing happens in Chrome.

How I did the upgrade:

untarred the new version
copied over themes and assets from the old site
copied mysite/_config.php from the old site
symlinked "__mysite" to "mysite" which the new version seems to need

Make sure you do flush the cache - admin/?flush=1.
