Safely removing DB tables for uninstalled modules?

The Silverstripe book and several forum postings (old) suggest that
after unpublishing/deleting pages created for a module, removing
a module's folders, and performing the "...dev/build?flush=1"
the database tables for the module will be renamed with an
"_obsolete" prefix, so they can later be manually removed.

This is not happening when I go through the uninstall steps
for the blog module. (Release v2.3.5)

Has this been changed? Or what might I be doing wrong?
